Yet, there\u2019s more to the story as results across the sector vary greatly at a market level and even on a property-by-property basis. A key factor driving disparity is the success rate of rent collection efforts, a figure which at a national level clocked in at 88.6% in May. Lower success rates may be visible in markets that expanded procedural protections surrounding rental nonpayment. New York City is among the metros facing collection issues, having a rate of 76.7% in May. The Housing Stability and Tenant Protection Act of 2019 eliminated high-rent vacancy decontrol and limited rent growth post capital improvements, as well as expanding tenant protection in nonpayment cases. The metro now faces thousands of units taken off market as owners are less likely to modernize and fix apartments with limited rent increase prospects following renovations.<\/p>\n\n\n\n<p>Washington, D.C., illustrates the same collection loss issue with a rate of 70.9% in May, marking the lowest figure among Matrix\u2019s Top 30, while also having one of the largest income-restricted inventories throughout the U.S. The capital\u2019s performance reflects decades of procedural protections surrounding nonpayment. However, the district government addressed the issue through last year\u2019s enactment of the Expectations for Neighbors, Tenants and Landlords Act. This legislation cuts part of the nonpayment process, shortens pre-filing notice periods, updates eviction notices and alters the provisions of the Tenant Opportunity to Purchase Act, as well as expediting housing dispute resolutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-addressing-realized-revenue-through-predictable-legislative-outcomes\">Addressing realized revenue through predictable legislative outcomes<\/h2>\n\n\n\n<p>Subpar rental collection rates can be detrimental not only to individual owners, but also to the long-term preservation and production of affordable housing. Certain states address the issue through measures that support revenue realization, such as Florida\u2019s three-day notice to pay rent or vacate. Should no payment be made within said time frame, owners may file a summary eviction action, which tenants can fight only through depositing the disputed rent into the court registry. This framework brings more than just speedier resolutions, adding the certainty of a tangible and predictable outcome. As a result, Florida\u2019s markets have some of the largest collection rates, such as Miami (96.8%), Orlando (96.1%) and Tampa (95.8%). &nbsp;<\/p>\n\n\n\n<p>While metrics such as rent limits, expenses, financing conditions and preservation requirements remain staple affordable housing metrics, collection rates become increasingly entrenched within the sector\u2019s market analysis. Revenue realization determines how much capital translates into operating income and dictates what owners are realistically able to charge out of what they are legally permitted to charge.
